Mr. FONG Nee Wai
最高財務責任者（CFO）
マレーシア人であるフォン・ニー・ウェイFONG Nee Weiは、2013年6月にプノンペン経済特区社のCFOに就きました。監査および税務、財務計画を担当しています。英国勅許公認会計士会のフェローメンバーであり、マレーシア会計士協会には、2001年より勅許会計士として登録、2003年からは公認ファイナンシャル・プランナーおよびマレーシア・ファイナンシャルプランナー協会会員として登録、さらにカンボジア経済財政省より認められたカンボジアの公認会計士として、カンボジア公認会計士・会計監査役協会にも2005年より所属しています。
経理および財務分野で30年近い実績があります。1999年にマレーシアとカンボジアのホテルの財務管理者となり、のちにマレーシア証券取引所に上場している不動産デベロッパー「サンウエイ」の上級財務マネージャーに昇格しました。2007年にはインターコンチネンタル・ホテルグループにビジネスサポート＆財務のディレクターとして加わり、2009年、アトウッド・インベストメントグループにCFOとして参加しました。2013年にはプノンペン経済特区社のCFOに正式に任命され、以来、会計および財務関係の責任者として活動しています。
中国人であるZHAO Michelleは、セールス・マーケティングおよび顧客サービス部のシニアマネージャーを2013年9月から務めています。主な担当は、マーケティング活動のほか、CSR活動も含みます。
2008年に中国の西安外国語大学で日本文学の学士号を取得しました。2008年に日本のタケダレースに入社し、2010年にはFTアパレルの開発部門を担当。2013年にプノンペン経済特区社に入社するまで6年余りのPRやマーケティングの経験があります。
プノンペン経済特区社にはシニアマネージャーとして2015年11月に加わりました。現在、特区内の運営管理に携わり、日系企業や日本人投資家に対する営業や最高レベルの顧客サービスを提供する任務を負っています。
東南アジアでの事業運営と経営に20年以上の経験を持ち、2004年には全日空のグループ会社であるOCSタイランドに入社し、2004年から2014年にはOCSカンボジアの代表を務めました。
マレーシア人であるウォン・パン・ナムは、2020年2月よりPPSEZの副CFOに就いています。1954年5月1日に生まれました。1974年にイギリスのTeesside Polytechnic Middlesbroughにて会計学を修めました。イギリスのChartered Institute of Management Accountants (CIMA)のアソシエイト・メンバーであり、Institute of Internal Auditors Malaysiaの創立会員でもあります。また、カンボジア税務のディプロマも取得しています。英国勅許管理会計士として、30年以上の実績があるほか、マレーシアのプランテーション、製造業、日用消費財関連の有名上場企業のCFOとして、また不動産開発事業において活躍してきました。プノンペン経済特区社に参加する以前は、カンボジアで送電、不動産開発セクターにおいて実績を重ねてきました。副CFOとしての役割には、財務的なリスクや機会に適切に対応すること、財務および事業の長期計画や、事業戦略の高次な判断に助言をし、財務パフォーマンスを強化することがあります。幅広いセクターで質の高い経験を有しており、英国勅許管理会計士としての専門知識が日々の事業運営に高い価値を加えます。
カンボジア人であるSUN Samoeunは、2015年1月からプノンペン経済特区社のシニアマネージャーを務めています。2005年にノートン大学にて英語の学士号（外国語としての英語教授法）を取得、2007年には米国のコンコルディア大学にて教育学の修士号を取得しました。
2004年にノートン大学で英語とビジネスコミュニケーションの教師としてキャリアをスタート。2006年には留学のため米国に渡りました。2008年にはカンボジア経営者連盟（CAMFEBA）にトレーニング・コーディネーター／トレイナーとして加わり、2009円にはNautisco Seafood Manufacturing Ltd.に人事担当マネージャーとして入社、2012年にはFirst Cambodia Co., Ltd.に、2013年にはDFI Lucky Private Limitedでキャリアを積み、2015年にプノンペン経済特区社に加わりました。
カンボジア人であるLEANG Daraは、プノンペン経済特区社の内部監査部の部長を2015年6月15日から務めています。
2008年に王立法律経済大学で会計学の学士号を取得、2009年には王立プノンペン大学で英語の学士号を取得しました。2008年にAnco Brother Co, Ltd. に入社、2009年にはErnst & Young (Cambodia) Ltd.で監査と保証業務を担当しました。2014年にはCIMB銀行にアナリストとして加わり、2015年にプノンペン経済特区社に入社しました。
Mr. HAK Serey, a Cambodian national, joined Royal Group Phnom Penh SEZ Plc. in October 2012 and currently serves as Senior Manager overseeing the Customer Service, Marketing and Public Relations Department.
He graduated from the Royal University of Phnom Penh in 2006 with a Bachelor of Education in English (Teaching English as a Foreign Language). During the same period, he also completed a non-degree Japanese Language Course conducted by JOCV under JICA at the same university. In 2012, he earned a Master of Arts in Japanese Linguistics from the Tokyo University of Foreign Studies, Japan.
Before joining RGPPSEZ, Mr. Serey worked as a lecturer at the Department of Japanese, Institute of Foreign Languages, Royal University of Phnom Penh, from September 2006 to March 2009, and again from April to September 2012.
Since joining the company, he has been dedicated to supporting investors—particularly those from Japan—throughout every stage of their business journey, from start-up to full operation, while also leading initiatives in customer service, marketing, and public relations.
Mr. LY Sayvichet, a Cambodian, is the Project Manager and Head of the Technical Department of the Company since April 2023. He is mainly responsible for overseeing construction projects, infrastructure development, and technical management within the SEZ.
He obtained his Bachelor’s Degree in Civil Engineering from the Institute of Technology of Cambodia in 2012.
He has more than sixteen (16) years of experience in civil engineering, construction, and infrastructure management. He began his career in 2008 as a Site Engineer at Venture (Cambodia) Pte., Ltd. and subsequently held key roles with Muhibbah Masteron Cambodia J.V., INTechCom Services, CAMCAL Co., Ltd., CCES Engineering Services, and Pan Asia Majestic Eagle in Myanmar. In 2016, he joined Royal Group Poipet SEZ Co., Ltd. as Civil Work Construction Manager, before assuming his current role with Royal Group Phnom Penh SEZ Plc in 2023.
Ms. CHHUN Rina, a Cambodian, is a Legal Manager. She is in charge of all legal matters and ensuring compliance with laws and regulations, including legal risks management, supporting on strategic business decisions and handling disputes.
She has 10 years of legal experiences working for leading law firms and multinational companies. Her career has equipped her with a broad range of expertise in properties, corporate, commercial, and compliance matters, as well as practical experience in supporting international business operations.
She holds a Master’s Degree and a Bachelor’s Degree in Law. She also had 1 year exchange program in a graduate school, SIT, in the US, where she also did an intern in the court.
